Richard P. Dowell

Richard Dowell

Richard Dowell was commissioned in the Air Force from West Point, earned a Masters Degree from Stanford University, did doctoral work at The American University and Stanford and served on the faculties of the Air Force Academy and The American University. He is a graduate of the National War College and received technology management training from MIT’s Sloan School. During his three combat tours in Southeast Asia as a fighter and bomber pilot, he was awarded two Distinguished Flying Crosses, 14 Air Medals and the Bronze Star.

His private sector career includes technology management, government contracting, technology company leadership, management and leadership training and business consulting. He has held corporate positions from Staff Member through Chairman, Board of Directors. His technology experience includes being a corporate CIO, managing agency-level budget allocation decision support systems, directing federal government department-wide technology programs, strategic planning for the IRS Tax System modernization effort, and analytic contributions to the modernization of the US airways and world wide military command and control systems. Today he is President and CEO of Technology Business Services, Inc. , a company he founded in 1997 to help small businesses and entrepreneurs use the Internet to increase profitability.

Also Richard is a Visiting Professor of Information Technology with the Citadel School of Business Administration. His new course. “Building a Successful Business Using the Internet,” is now being offered to Citadel MBA and evening undergraduate program students. He is a Rotarian and Board member of the Free Enterprise Foundation.
